Executive Deputy Commissioner and COO, New York State Division of Housing and Community Renewal

Betsy currently serves as the Executive Deputy Commissioner and Chief Operating Officer for NY State Homes and Community Renewal (HCR), the State's affordable housing agency. She has dedicated her professional life to building, growing, and transforming organizations in the private, public, and non for profit sectors. She is deeply committed to improving the lives of vulnerable populations and enjoys strategically driving organizations to higher levels of functioning to solve critical problems.


Betsy initially joined State service to help create the Governor’s Office of Storm Recovery (GOSR), where she served as the Deputy Executive Director overseeing New York State’s recovery from Hurricane Sandy. Prior to GOSR, she served as Deputy Director of the New York Office for the White House Task Force on Sandy Rebuilding. Previously, Betsy was a consultant at the Boston Consulting Group (BCG) and began her career in the nonprofit sector building an international platform for Paul Newman’s Hole in the Wall Camps. Before returning to graduate school, Betsy spent a year in Argentina working with a nonprofit in support of their mission to find sustainable solutions to poverty. While there, she also volunteered documenting human rights violations in Argentine prisons.


She holds an MBA from Harvard University and an undergraduate degree from Brown University. After completing her MBA in 2009, Betsy earned a fellowship to spend a year at the Ford Foundation working on issues of impact assessment.


When not working, Betsy can regularly be found playing board games with her two boys and husband in their home in Brooklyn.
